About Nancy C. Horton
Nancy C. Horton was born and raised in Montreal, Canada, until the age of 21 when she emigrated to the United States. At McGill University, she graduated “cum laude” with a bachelors degree in education. In 1965, she married Edward C. Horton, and moved to Amherst, Massachusetts to help “Ted” complete his degree in Turfgrass Management. In 1967, they moved to New York. Ted became the superintendent at Winged Foot Golf Club and Nancy taught school.
Their two sons were born in 1969 and 1971. Nancy continued to teach part time until both boys were in school. She founded a pre-school and completed her first Masters Degree in the Art of Teaching from Manhattanville College in 1975. She taught at Rye Country Day School until 1987, when she became the librarian and completed her second masters degree in 1990 in Library and Information Science from Long Island University, N. Y. During these years, Nancy was a Hospice volunteer, Pack committee Chair for Cub Scouts, and served as Christian Education Chair at Christ’s Church, Rye, N.Y.
Always interested in community affairs, Nancy was President and Secretary of the Rye Hills-Rye Brook Homeowners Association. She was active in opposing an eight story hotel and helped to approve the Rye Town Hilton. She edited the community newsletter. She was appointed traffic commissioner shortly after the Village of Rye Brook became incorporated.
In 1992, Nancy and her husband moved to Manassas, Virginia. Within a year, Pebble Beach Company hired Ted to be the Vice President for Resource Management and he supervised all outdoor operations, especially the four golf courses. Nancy taught and became the district librarian for the Pacific Grove Public Schools. She was a Grief Buster, and board President of the Lyceum, a non-profit organization to provide after school educational opportunities for 11,500 schoolchildren every year, free of charge. She served on the Vestry of St. Mary’s-by-the-Sea Episcopal Church. Both Ted and Nancy supported Monterey Boy Scouts and Camp Pico Blanco. When Ted and Nancy left Monterey for Canyon Lake, the Mayor of Monterey and the County Board of Supervisors commended them for their outstanding efforts for the citizens of Monterey.
In December, 2001, Ted and Nancy moved to Canyon Lake. Their sons, Tim, chief of pediatrics for Kaiser Permanante, Riverside, and Chris, a plumber and gas technician in Lake Elsinore, have provided six wonderful grandchildren. They all adore Canyon Lake.
Nancy worked for the Alvord Unified School District until she retired in 2006. As a member of the POA Quality Assurance Committee, she trained POA employees in member services, helped to increase communication from the POA board to residents, and worked with others to find ways to increase play and revenue on the golf course. She regularly attends POA forums, board meetings, and City Council monthly meetings, and special meetings to keep current with what is happening in Canyon Lake.
It was while attending City Council meetings that Nancy became inspired to run for office. Her skills as a communicator and her passion as an active citizen led her to examine ways to improve civil discourse, mutual respect, and teamwork on the City Council. Our city faces challenges that will require us to work together for the best solutions. Nancy considers herself a citizen-politician, one who desires to serve with no thought for personal gain, and a strong desire to listen to residents and staff before making a judgment.
